Is this a decent bike?

I already bought Shimano MT-201 front and rear hydraulic brakes to put on it ($60)

They’re alright
The hype around these is primarily just that they’re Walmart bikes that are actually made with decent components and adhere to modern standards. No more no name forks and quill stems.

Depending on what riding you’re doing it’s either fine out of the box and will serve you well for ages, or some of the part choices will be weak points for more demanding riding. Square taper bottom brackets, especially cheap ones, don’t really take hits that well. And with a full suspension 29 inch bike I would be jumping it off of stuff, and a hypothetical user who is buying a Walmart bike isn’t landing well, twisting the spindle is a real concern.
The front fork is fine, it’s a suntour coil fork, it will last forever with zero maintenance.
The rear shock isn’t great, a lot of people replace that first on this, but that market showing that so far has been bike nerds. They care, others might not care at all as long as it’s squishy enough.

If I bought one of these my first choices for upgrades would be similar, basic hydraulic disk brakes first, it just makes it feel a lot more safe to push it a bit harder.
And then probably the crankset and BB to something hollowtech II, sub $100 HTII cranksets with an included chainring would be a good suitable upgrade for this and would take a little bit of the worry out of hitting a landing wrong.
Tires after the first set wear, stock tires just tend to wear fast. Wider and more specific terrain oriented ones for your average trails.
Long term, fork. Because a decent fork will be half the cost of the entire bike, wouldn’t touch it until it seems like it needs it.

That’s changing the front hub/wheel to something with a boost thru axel, and I think changing the headset because the stock one uses some adapter for a straight steerer on the stock fork.
But that would be a change to a decent enough entry level air fork, and a thru axel front wheel, it’ll be a bit lighter, less hub flex, air suspension will feel a bit better.
Think your $100 rebate would mostly go to that, a different front wheel and a bottom headset change.

Kent has always made good solid frames. It's nice to see a decent sub 500 mtb out there. I'd probably get the hardtail version because I assume this would be used as an xc mtb and sidewalk cruiser. I think the hardtail comes with xc30s in the front which aren't bad.

no they don't, using a bicycle as a transportation source is very White coded. Blacks will steal and joyride a bicycle but for actually getting around they'll drive around in a beat up Honda civic with tinted windows.

Yeah I had one of these Ozark Trail bikes and they're pretty decent. Much better than the lowest grade of Walmart bikes but you also won't really have to worry about it getting stolen unlike something snobby and premium. It's a decent base for upgrades too, getting something already super great is lame because there's no reason to customize and upgrade it.
