That truck came from the factory as a dually (4 tires on the rear). The owner just put a lift kit on it and bigger tires. It can either be for better off-road clearance or just for looks.

It depends on where you live. In urban areas yeah, that's the case nearly every time. In the sticks you'll still see trucks built up for show occasionally too but most have a more modest lift/tires than that one for trails or work.
