when first fixing the cable in place have the barrel adjuster maybe only two or three turns away from its lowest tension setting
if you fixed the cable too tight this should still be enough adjustment to loosen it
where as you'll need plenty of adjustment to add more tension as the cable gets old and stretches

I loosen the cable all the way using the barrel adjuster, then slowly move the derailleur by hand pushing on the outer parallelogram plate.
(while also using the off hand to pedal very slowly)
to change gears the guide pulley has to over shift past the next cog.
and then re trim so that the pulley is better aligned with the selected cog.
(modern systems like shift triggers do this automatically)
you'll need to run the limit screw so that the derailleur has enough movement to over shift from 2 to 1
its important to set this by moving the derailleur with you hand, as it accounts for looseness in the pivots.
the lower limit screw is easy to adjust, since there is no/very little tension on the cable the guide pulley rests farely well on the smallest gear.
only thing to do is screw in the lower limit screw so that the derailleur shifts up one gear, then loosen the screw till the derailleur shifts down to the smallest gear.
