It seems the rules of that kind racing are:
Steel bike, because I see lots of shitty steel bikes, no garbon or aluminum.
Single speed, because they're all single speed.
Fat tires or fat tires are just needed because of dirt.
36-spoke wheels, or at least 32, I don't care to count.
No racing dropbars/aerobars, because that's pretty much the only reason why bullhorns would be ubiquitous. Drops aren't any more expensive than bullhorns, and they already have drop bar levers.
It appears some use old steel frames for this. Others in the spirit of riding shitty bikes, just get shitty bikes. If there's very little climbing, the weight will barely matter.
I don't read/speak Mexican, but I don't think it's what you imply at all. Those racers seem like serious cyclists, they're just conforming to the rules, or the spirit of a certain kind of race that requires a certain kind of non-racing bike, like NJS keirin racing, mamachari racing, brompton racing, trike racing, little 500, etc.
