Flats or toe clips are better for commuting and, in some cases, for long-distance cycling (touring, randonneuring, bikepacking, etc). Non-clipless "cycling shoes" are meme-tier.
I have 4 bikes. One is clipless, one has toe clips, two have flats. I wear clipless shoes on the former. I wear non-cycling-specific shoes on the other three. I like all three styles of pedals depending on the type of cycling I am doing.
