what's up with the short stem and the zero setback seatstay.

are those bikes aimed at non racing crowd or somethng ?

Problably not as Scandium costs about 270 US dollars per gram.

What's more likely is that it's an aluminium alloy frame with an very tiny,insignificant amount of Sc alloyed in to appeal to freds and go "muh scandium"
