1) You hesitate as a precaution and the motorist interprets that as you letting them do their thing.
2) You're too close to the curb and the motorist sees you as a pedestrian from their point of view, particularly if you're riding slow.
You need to take the lane in primary position, maintain speed, and make eye contact with the motorist with a look in your eyes that says "I fucking dare you to try and kill me, motherfucker".
Seriously. Being in primary position helps you to be recognised as just another vehicle on the road, in which case motorists will instinctively treat you accordingly.
