Their courts only act when settler thugs (a mix of paramilitaries establishing outposts on stolen land, and literal serving IDF) risk making too much noise. But even then, they don't extradite those that the US labeled terrorists (not that it matters, because Trump, Biden, Kamala, and probably the entire US uniparty, are by now all quite comfortable pardoning them).
