In reality, there isn't a price gouging investigation into Kroger, this is coming out as a part of the acquisition investigation.
Kroger is trying to buy out Albertsons, and they're trying to show the government that it won't create a monopoly.
They admitted during these hearings that they raised prices more than the level of inflation would warrant. Beyond that admission of guilt is the implication that other stores with similar prices did the same thing.
Since you probably have ADHD; TLDR - No one is focusing on Kroger, they admitted to this during an Acquisition hearing that they asked for.
