Any entity deemed to have a need to access medical data has access to a medical database.
Kroger, a pharmacy, would both have access to the data and ability to append data.
Thus why I said earlier, the "P" in HIPAA stands for "Portability" as in sharing.

No that wasn't the implication of my post at all.
The idea is you have no privacy anyway because your data can be accessed by anyone who claims they have a need for it.
So what's legal is just as frightening as what isn't in this case.
