I don't even get what they are doing. The city is trying to argue that the Tennessee state constitution lets them put questions on the ballot because muh home rule clause. but there is a state preemption law already and the city can't do shit about the state not giving them the tax money they want.

local governments literally have no rights or powers under the US constitution. any authority a local government has must come from the state constitution or state government see the dillion rule, Hunter v. Pittsburgh, 207 U.S. 161 (1907) and Trenton v. New Jersey, 262 U.S. 182 (1923)
