i think anything with a 97% approval rate should be taken with skepticism, not least of which is a license to hide a deadly weapon and carry it around in public

It depends on whether the county is "shall issue" vs. "may issue". For states and counties that are "shall issue" and don't require any kind of reason listed for why the applicant wants a CCW then 97% approval isn't odd. Its likely that 97% of the people filling out the paperwork, taking the class and spending the money to file for the permit meet the qualifications - otherwise it would be odd to spend that much time and effort for a thing you clearly won't get. For a "may issue" county its all at the sheriff's office (I think) discretion. They can deny an application if they think the applicant doesn't have a good reason wanting a permit.

may issue was banned in june 2022 with bruen for being unconstitutional and human rights denial. all states need to be shall issue and require objective criteria that would not prevent a normal law abiding person from getting a permit. as opposed to NYC's old standard of only rich democrats can carry and if you have the wrong color skin get fucked
