Donald Trump delivered an odd monologue about transgenic rodents during his address to Congress on Tuesday, highlighting some of the frivolous expenses identified by the Department of Government Efficiency (DOGE).

"[We found] $8 million for making mice transgender," he remarked, pausing as chuckles emerged from the Republican side of the hall. He then added, "This is real." President Trump’s list of USAID program cuts is getting Republican lawmakers to double over in laughter.

Trump delivered the list of programs cut around the world in a cheeky tone, and Republicans responded with laughter, as well as boos for some of the programs.

Multibillionaire Elon Musk stood at Trump’s invocation of his Department of Government Efficiency. The tech mogul stood and waved as Republicans in the chamber cheered him, who has led cuts into the federal budget.

“We’re also identifying shocking levels of incompetence and probable fraud in the Social Security program for our seniors, and that our seniors and people that we love rely on. Believe it or not, government databases list 4.7 million Social Security members from people aged 100 to 109 years old. It lists 3.6 million people from ages 110 to 119.”

As Trump implied, the databases may list those people, but that does not mean they are getting paid benefits.

Social Security’s acting administrator, Lee Dudek, said last month:
“The reported data are people in our records with a Social Security number who do not have a date of death associated with their record. These individuals are not necessarily receiving benefits.”

Part of the confusion comes from Social Security’s software system, which is based on the COBOL programming language and lacks a date type.

This means that some entries with missing or incomplete birthdates will default to a reference point of more than 150 years ago.
