Someone had to pay for all those troops, weapons, massive logistics and everything else to keep NATO up and running for 50 years and that means all the money and effort spent on NATO _wasn't_ being spent on civilian stuff here in the U.S. and while the Euros were legitimately fucked after WWII and couldn't foot the bill at that time, they've never done their fair share since.

And honestly you can't blame them, if someone says they'll pick up the check, you thank them and leave the (far) smaller tip.

Ukraine today should be primarily a European effort though the U.S. is needed but Yugoslavia back in the 90s should have been taken care of by Europe on its own, with the U.S. just helping out and even in the MidEast, all the problems there were seeded by Europeans and they're more critically dependent on Arab oil than the U.S.
