Neighbor calls 911 saying that a heavily intoxicated man is trying to stab a woman; no mention at all of mental disabilities. Police arrive expecting a life-threatening situation involving a belligerent suspect with a deadly weapon under the influence of alcohol and possibly drugs. They arrive to see an apparently heavily intoxicated individual with a large knife in the vicinity of a woman he appears to be threatening. They order him to drop the knife, he instead gets up and starts staggering towards them still holding it. People under the influence of alcohol or drugs can behave unpredictably and he could have either broken into a run to leap the fence or thrown the knife at the officers or the woman being threatened. The whole situation sucks and they could have used tasers or pepper spray, but if an armed man is attempting to charge you with a knife while apparently under the influence of alcohol or drugs would you want to risk using a lesser weapon that might not immediately take effect? I've seen videos of tweakers getting tased, they don't go down straight away and just get more agitated. The fact that his actions are caused by an intellectual disability and not intoxication and/or tweaking does not factor into the decision whether or not to shoot because nobody informed the police that he had it and the immediate threat appeared too great to assess the situation further and ascertain that he was a mental patient and not a drunk tweaker. Bearing in mind that the police were not there to witness the scene earlier in the video when he's acting lethargic with the mother standing over him and clearly not a threat.

It's a tragic situation that should never have happened, but you can't expect the police to operate based on stuff you know after the fact but wasn't known to them at the time.

No. He clearly couldn't have. One of the cops snapping and opening fire on the others was more likely. Clearly they should have gunned each other down just to be safe.

From the video it was obvious he was harmless, but from what I can tell they pulled up, ran straight over with their guns out, commanded him to drop the knife and opened fire when he didn't comply, they didn't exactly wait to see if he was harmless, they just assumed he was a drunk tweaker based on the dispatch info. Had he actually been a drunk tweaker he wouldn't have been harmless.
