I see no gun, she's not shot yet, she's kneeling with her hands on her head clearly obeying police orders and the odds of a rich educated White woman going full-retard and pointing a gun (again; where is it?) at a dozen cops who are screaming at her, is pretty unlikely.
I'm guessing one of the bad guys (no doubt Black or Mexican) that the cops were chasing ran into her yard and maybe tried to get in the house, she freaked out and grabbed a gun and when he ran off, she went outside to see WTF was going on, at which point the cops showed up, they yelled at her to surrender (and it sure as shit looks like that's what she did) when one of the cops fucked up and shot her.
The cops are now (predictably) trying to cover their asses and claiming she went rogue and they were forced to shoot her.
