sounds like the article is saying 4chan refuses to pay a fine for operating in the UK. my opinion is if the UK government wants to shut down a website for their citizens they should do it themselves. The UK has been going full retard for a while now. Especially if they think they can bully a company that has no stake or operations in their nanny state to do what they want. If they want to block access to it, they can ask their UK based ISPs to block access to it.
