What's going on here?

Notes: (Due to post delay)
* 3x V-22 Ospreys mobilized from surroundings
* 1x CH-47 Chinook approaching from Long Beach
* All craft running with transponders on
* P-8 Poseidon is not broadcasting a registration #

They're definitely after a sea vessel, but the rapid mobilization/expanding pattern looks a lot more like a search operation.
Also, the P-8 wouldn't run with a transponder on if this were a planned operation/slow rollout like a tanker intercept.

Sounds possible; All current forces in theater are performing (relatively) small circles around select points. The Chinook is hovering so low it keeps reading as being underwater.

Search and rescue to find four different targets, in four different places? Pulling in assets from all over the region at breakneck speeds?
The P-8s turning on transponders is strange enough as is, never mind that the operation has now strayed over Mexico's sea border several times.
