What I said does not just apply to the US, and was not meant to. It is applicable all over the world.
The multitude of local and national laws different types of public land, what constitutes one kind of public land versus another type of public land, what activities can be undertaken on which kind of public land, what species are protected, what species will result in more severe penalties for taking versus others, whether special permits are required to take certain or any species, what different types of special permits exist, whether there are seasonal windows for the taking of certain or all species, whether there are species for which it is illegal to release after capture, which species in which area are illegal to release after capture, whether a certain species is illegal to release outside of the area in which it was captured, and whether it is simply illegal to keep a certain species versus selling the species are all so widely varied from place to place--even within a single country--that giving any kind of legal advice without the caveat of where that advice is applicable is simply misleading and wrong.
A blanket statement like the one you made is incorrect.
