I thought you wanted to know how to do it yourself in a shtf situation where yeast isn't available.
You don't need to do any of that if you have a store or internet you can purchase yeast from.
Then you would just need yeast, source of sugar and water.
Best sources of sugar are natural such as fruit juices, if you try to ferment just water and sugar you may run into nutritional issues, and table sugar is sucrose, its not the prefered sugar by yeast so you may not get full conversion to alcohol. You can also covert starches in potatoes and corn to sugar with enzymes and ferment that.
If you just want a basic alcohol for cheap, go buy a bunch of apple juice or grape juice, a packet of lalvin ec-1118 and some sugar.
How much extra sugar depends on what % you are trying to achieve. Lalvin does pretty good to around 14%. So you need to calculate how much sugar is naturally present in your fruit juice by looking on the nutrional label, enter that into an online calculator to see what % you will get if you feremented that alone, then add more sugar into the equasion untill you reach your desired alcohol % and thats how much table sugar you need to add extra.
