Either way, during physical exertion a waterproof garment, including a membrane jacket, is counterproductive as it won't allow enough perspiration making the user wet, unlike with a suitable permeable or semipermeable shell which can still be largely water repellent, this is why alpinists use a dedicated ascent jacket which used to be made from either of these fabrics.
As said, in a dry climate, including a constantly frozen one, there is no need for waterproof garments.
Cotton smocks seem to still be fairly popular in such conditions.
