I don't know about BLM or NPS but I doubt they would still be in the hiring process this close to the summer season starting. Defiantly just go into office of where you want to work and ask. Be persistent on actually talking to the program manager of the work you want to do.
Look into the conservation corps in the regions you want to work, they might still be hiring for trail crews. Go ask your local offices what trail crews they use and apply to said crews. You'd be working along side agencies instead of for them, but having that on your resume is about the second best thing after actual park/fed land experience.
Once agencies start hiring again, apply to any NPS/BLM/USFS job you might qualify for. Even if it's not the program or region you want to work in. It's easier to transfer between agencies and programs then it is to join from the outside. A lot of the basic certifications you would get in Timber are the same as what you would need in Rec.
I suspect the USFS will be hiring for Timber within the next year or two. Agency heads fired all the probationary Timber people and then decided afterword that they want more timber production, they'll realize at some point that they actually need boots on the ground to get shit done.
