this is because a canal was dug through the st laurence divide, connecting the chicago river to the illinois river, and reversing the flow so it flows inward from the lake
this was done to protect lake michigan from pollution, as the lake is where the city gets its drinking water
also fun fact: the colorado river doesn't reach the ocean anymore. it used to flow into the gulf of california, but now the entire river gradually gets sucked up for irrigation and tap water, between arizona and mexico, and theres just a dry empty delta now
