The biggest problem with this is that you are seriously harming the minnows, if you want them for live bait. This is why a seine or trap is best. There's no handling of the minnows with those.

If you don't need them alive then any method will work, but you should consider "strip bait" instead. That will allow you to catch only a couple larger fish then cut them up to make lots of strip bait. Scaling this method up and down allows you to use it for fresh or salt water targets. You can use it with just a hook or with a multitude of lures. One bluegill, chub, or shiner can last quite a while this way.
