On one hand, pretty sure charging me to access land my compulsory taxes apparently go to maintain is some peak Jewage.
On the other hand, idk maybe that money goes to cleanup crews, which are needed because people are fucking disgusting and in many cases literally sub human.
It's kinda fucked. I think if you don't leave money, you need to clean up. Or fix something that's broken.
