It's not even a social nicety - more like an evolutionary impulse, 'I'm no threat'. Of course, that rule doesn't apply if you're in some tourist-trap for Instagrammers, because nobody wants to be greeting 200+ people on a single hike, but if there's ~45+ minutes between the people you see outdoors, it's strange not to nod. The people ignoring you are broken in some way. It seems to be a lot more common among young people. Weirdly, I'd say young men are especially prone to it, especially the nerdy types. Downright sad there's all these men under 35 who are so malformed - whether they're self-absorbed, painfully shy, or just rude.
