If the terrain is flat and soft (soft is a relative term) enough for you to lay down and go to sleep on - and spoiler: there always is ground like this, no matter where you are in Arizona - then you will be able to stake out a tarp. If push comes to shove, you can use trees and shrubs.
Source: I lived in Arizona for four years and did a lot of tarp camping. I currently live in Utah, and have camped in similar terrain. Never had an issue with being able to stake it out.
I would only bring a bivy if you can accept that if it does rain, you're going to be miserable and possible get wet, your gear will all get wet, and you'll be cramped regardless of weather.
