If you don't believe me go look up the EPA standings. Not only that, but there is laws regarding levels of noise any non 'vehicle of common operation' can have depending on the state.
What you want is an electric motor. They don't go fast, they make hardly any noise, and they have zero emissions. It's the only thing you should consider in this regard.
