yellowing leaves can actuially mean too much water even though the top of the dirt may be dry the lower dirt may still be moist stick your finger in all the way and if it feels still wet you may not need to water it
usually when im growing peppers i don't water them until the leaves start drooping it a bit
and from the picture yours looks a tad bit wet
if that turns out to not be it it could be a ph problem but i would try watering it a tad bit less often and seeing if that helps
