Most of what i'd look at is availability of parts, maintenance etc. You can find a 350 engine anywhere, but a 460 is gonna have you searching for example. Make sure you research the specific models.
10k would be reasonable to me for a completely redone van (including shit under the hood) but any more than that and you may as well DIY. That's making it look function as a mini rv as well. If your van has all the bells and whistles it'll let you register and insure it as a motorhome which will save you money.
I got good deals, but my school bus will end up having less than 5k in it when i'm done renovating. That's 3kish from buying it and mechanical fixin and about 1.5k for redoing the interior.
