the less encounters aspect is probably a factor. in general though, I don't think it's too much the case right now that railroad bulls are particularly worse to train hoppers than the average cop is to the average person - which is pretty fucking shitty, of course, but I hear as many (or more) stories of people getting beaten by cops over shoplifting than getting beaten while getting pulled off a train.
