It's all about watching Craigslist, I was able to snag a 1984 Yamaha 30 for 250$, all it took was a carb rebuild to get running, you could probably find a hull/trailer combo for 700 that's perfectly serviceable as well. I wouldn't get insurance if it's not required in your state, however if you live somewhere with open water a Seatow/BoatUS membership is nice, with my setup I make regular runs from the James river out to the Chesapeake Bay Bridge Tunnel and even though I can unbolt the console and row if the engine dies the Seatow membership is a good bit of insurance as rowing several miles back to dock is never fun and the wind will always be against you.
Just remember with Craigslist Boat/Outboard prices plummet in fall/winter and hard cash is often enough to get people to go lower than their asking price.
