Ignorant fuck here and its kind of bothering me. These cows were tagged and branded, but on a national forest about 8 miles up the trail. Are they escapees from a local ranch or do national forests allow privately owned cows onto the trail? Is there some sort of deal the government makes with the locals?? Or does the US forest service own cows?
