Hunting is essential for survival in individualism, and less so in a larger collectivist society. Guns and hunting seems to me like a proxy of controlling life and death, which in a collectivist society would need to be controlled for the welfare of its inhabitants. So even in countries that don't have 2A, government entities have an interest in either protecting or dismantling hunting depending on their larger agenda.
