I grew up in that area. I would buy passes if you're camping but as far as hiking, there's plenty of great hikes that you don't need to pay for. The angeles national forest is a great place to camp and hike. You have kern canyon trail, mill creek, and many others up 178 on the way to lake Isabella. There's some hiking near Tehachapi, but I'm not too familiar with that. Montana De Oro near San Luis Obispo is great. You can buy the mountain bike guide at Action Sports or Finish line and that will tell you where to go and how to get there, great hikes as well as rides, anon. A lot of the places you could Google but it's a $5 book. You could also go practice your hiking out at Hart Park.
