Bikes are actually supposed to do that as opposed to letting traffic whiz past them - because that creates a dangerous situation where most drivers aren't even aware the cyclist is there. At red lights cyclists are even supposed to move up to the front of traffic so everyone is aware of who's on the road. You're just spoiled because most cyclists pull over, dangerously or not, to allow traffic to pass them all the time while you sit in your climate-controlled upholstered chair that transports you places.
