First of all, you don't hike all day to near the peak of a glacier-encrusted mountain just to do ice climbing at the top. Almost all ice climbing is done on waterfalls, which would be found well below a glacier. Second, even if he were doing ice climbing that far up this mountain, he still had to rope into other people to get up there. The fact that you're roped into a team of people is intended to negate to need to use anchors. While I agree it looks kind of like an anchor, it's almost certainly something else, not intended to take his weight if he falls.
