White Mountains. Been there a bunch, and the policies there for going /out/ are pretty sweet. You can camp anywhere in the mountain range as long as you're 200ft away from the trails and pick up your trash. Never seen a piece of trash in NH either.
Mass is okay. I think it would be fitting of a 3 if you looked a bit further west in the state. Sights there are really great. Camping is pretty nice and the MTB in central Mass is pretty decent. Nowhere near as nice as Vermont, NH or Maine though.
I'd say Maine is probably deserving of a 4, just because of how isolated some areas can be and the freedom of roaming through forests you have. Sights are pretty nice too.
Northwest and Mountain States are really nice, blow NE out of the water (coming from a NE resident). Though I don't think your ratings did the NE states any justice.
