In order to get those keys into the radio, they either have to be shoved in with a keyloader that has those keys, or rekeyed OTA.
In order to do an OTA rekey, you have to first be joined and logged into the network (sort of like wifi) and request a rekey. Joining/logging in isn't something just anyone can do, you have to have an ID and a reason to be on that network. And the site has to let you in.

Honestly, buy a scanner. You'll get what you want, the files to program the scanner are available online, and it'll do what you want it to do.

Magellan has some receivers available, for a little less than Garmin with a lot less support/community behind it.
