I have a bit more experience of sedimentary over metamorphic and Igneous rock but this isn't breccia, think concrete but instead of sooth pebbles think jagged edges, Brecha is the result of "Un weathered" rock that is quickly buried, Think avalanche or rockslide. this looks like some king of Igneous rock to my eyes.
