Well obviously, because that's where all the public land is you can actually go /out/ in. State parks, city parks, and "roads weaving through every location" is cool, good they exist, but you can't go out into them and dispersed camp, not see other human beings, or really have even a fraction of the freedom you do with NF/Wilderness. Like I said, these scores are for the best places to go /out/, not best places to live. The East is handicapped because the population density is much higher and public land is a tiny fraction of the state, if you want that to change write your Senator and ask for the suburbs to be demolished and replaced with wilderness area.
