A weedless top water frog, or simply a plastic worm hooked weedless without any wieght will both work across pads and weeds. I prefer a weightless worm hooked weedless because it allows me to sink in the gaps and twitch, that is where I get more strikes when fishing pads and weeds. If I was forced to only pic 3 lures...I'd choose a shad colored Rapala shad rap, a 1/2oz white rooster tail, and a motor oil colored worm with some flake to it and a red colored tail with some action to it. You should be able to carry more than 3 lures in a single box.
