West Virginia also has fairly limited infrastructure, compared to Pennsylvania or Kentucky. But, it is the prettiest.

I know Asheville, NC is popular because it is fairly warm but near the mountains, but that's not quite what I mean about sort of living in the highest mountains.
I mean its warmer on a gradient as you head south but depends if you think that's really significant.
If you think Kentucky is run down head on over to West Virginia. My first impression of Kentucky was how nice it was compared to West Virginia just in terms of how wide the roads were.
