Also there are so many possibilities in regards to fixing your barometer. It sounds like the aneroid cell (the functional part of the barometer) is busted. It is also possible that the small hole in the barometer that allows air through is clogged slightly, check for that. If you have to replace this you may as well just get a new barometer. Another explanation is the linkages are jamming up a bit. To fix that you just take it apart and hit them with WD40.
I also hate to say it but that barometer is not rare you can get them off the net for less than 100 dollarydoos. If it's sentimental then just keep it around. I have the same one at home coincidentally.
TL;DR: take it apart and check it, clean it, and lubricate it. Otherwise it's busted or would need a replacement aneroid cell.
If you're a manual instrument fag consider upgrading to a barograph.
