Black Bears (unlike Grizzlies) live near many heavily populated areas of the country. Frederick, Maryland isn't some kind of remote wilderness.
Black Bears are far more commonly a nuisance, causing damage to property and livestock. From 1980-2011 there were 7 injuries and 1 fatality in NY State from Black Bear attacks (
https://www.dec.ny.gov/docs/wildlife_pdf/bearsopm.pdf, page 11). This is despite a significant population of people both living and /out/ing in the Adirondacks and Catskills. They are encountered all the time. But most interactions do not escalate.
