It's fucking littering!
And as it clearly had been out there a week or more with no evidence of raccoons chewing on it, the only critters that may have benefited, would have been ants.
I'm guessing someone hung it up on a tree branch to identify the fire trail for someone coming later, and just left it there like a jackass.
