This is partly out of necessity: meeting up with random people brings in the possibility of associating with blacks, which vastly increases the chances that they will get robbed/raped/murdered. When people live out west, they forget about that. Since there are a lot fewer blacks, they let their guard down, and they become more willing to seek out random people from online meetup sites and places like that.
