Even though they have the space (so much fucking space) for solar and wind farms, why bother? They're probably thinking "let's ride this train until the wheels fall off". Same situation with low population, high oil production countries. Doesn't really matter what the population feels when the state income is based in fossil fuels.
I'm not saying it is right but that's why it is so easy to consider doing these kinds of bans.
