Sandard issue and also civilian habit before and during WW2 in Finland. Finnish Army kept these in inventory until late 1980´s.
Jarkarätti in finnish (footrag). was considered to be superior over socks, especially when used in traditional leather boots. Cloth dries up easier than socks, lasts longer and many say these helped to avoid blisters during long marches. Best material was woolflannel which keeps warm even if humid.
