Waterproofing packs is a meme unless you go for something really super burly or a drypack bag. Often manufacturers will lie (because their primary target normies don't know, even if it's a reputable brand) and call something waterproof when in fact it's just sprayed with DWR or uses coated fabric in a normal backpack construction. Clue: if the seams aren't taped, it's going to leak. If the seams ARE taped, the waterproof material will eventually develop pinholes, delaminate or wear away the waterproofing, and then it becomes a bucket.
Everyone, everyone who hikes in wet weather uses a pack liner inside their pack. Think of it like protected sex - would you coom with a worn, abraded nylon condom with unsealed seams? You'd feel a lot safer slipping on a rubber jonny underneath. Your insulation MUST stay dry, especially in winter. A simple thin contractor's bag or any bin bag. White lets you see the contents better.
Give up on waterproofing. You will get resistance at best, and any degree of use will eventually kill the DWR and expose weak points. Only impermeable materials like cuben fibre and PVC will permanently shed rain from the surface, and those develop pinholes just like the rest of em. Rain gets in, come to peace with it, buy a durable nylon or polyester bag, and use a liner as insurance.
